My boyfriend said he's not paying for my birthday dinner when i asked him. Is he jerk or what?

Somebody's paying cause im not paying. helllooo its MY birthday. it'd be messed up if he didnt pay and i would question his character.. There's gonna be 9 people at my birthday dinner and my guy friend said he would defintely pay if i was his girl. im gonna accidentally forget my wallet when the bill comes so he'll be forced to pay.. this is so not gentleman like behavior from someone i THOUGHT was a good person. He said he had a suprise for me for my birthday. so? he still gotta pay for the dinner. and plus its a cheap restaurant and he has 2 jobs. it's only like 15-20 dollars
